The DPWH budget controversy is a textbook case of the project management triangle in action. After the agency itself admitted that its projects were overpriced by 30–68 percent in material costs, the Senate used DPWH’s own data to reduce the budget by ₱45 billion. This was not an arbitrary cut but a necessary correction of inflated costing. When overpricing is removed, project scope and quality should remain intact, provided that planning and procurement are done properly. Arguing for the restoration of an admitted inflated budget contradicts basic project management logic and undermines fiscal responsibility. If projects fail under a corrected budget, the failure lies in poor planning and weak controls—not in the Senate’s decision to protect public funds.
